refuse-hollowing — independently scanned and version-tracked by SaferSkills.
SaferSkills independently audited refuse-hollowing (Agent Skill) and scored it 100/100 (green). The audit ran 55 deterministic rules across Security, Supply Chain, Maintenance, Transparency, and Community; it found 0 high-severity and 0 lower-severity findings. The full rule-by-rule trace and per-finding evidence are below. Free, methodology-open.

The most operationally important practice that emerges from hierohistorical and Liu Ren-style diagnosis. The small specific work that practitioners do — and that everyone, in their specific position, can do — when systemic hollowing has been diagnosed.
The hollowing is what happens to systems before they break. The reports are still filed. The forms are still processed. The dashboards still show green. The customs official still waves the ships through. The functions are performed enough that no alarm trips. But the substance has departed. The discretionary cooperation that made the formal performance valuable has been withdrawn. Both parties continue to comply with the contract while killing the relationship.
The hollowing is more dangerous than the breakage because the broken system mobilizes response — the breakage is legible to the system's self-monitoring — but the hollowed system does not register as broken. When the cutting eventually arrives (austerity, consolidation, "fiscal responsibility"), it finds that the substance is already gone and clears the books accordingly. The cutting will be reported as appropriate because the bodies were already dead.
The refusal is small. It is not strategic. It is not glamorous. It is the specific maintenance of discretionary cooperation in the relationships within reach when context offers every justification for withdrawal.
These are not gestures. They are the operational refusal of the substance-departure at the scale where one has actual purchase. Each one looks individually unreasonable in context. Context offers every justification for withdrawal — efficiency, sustainability, professional boundaries, time-management. The aggregate effect of accepting all the reasonable justifications is the hollowing. The aggregate effect of small specific refusals is the maintenance of what would otherwise die.
When a conversation has reached the diagnostic finding that systemic hollowing is occurring and the user is asking what to do — especially when they are not asking for civilization-scale solutions but for what is actually within their reach.
The skill does not promise that the small refusals fix the macro problem. They do not. The Metal cutting arrives regardless. The El Niño emerges regardless. The hollowing at scale continues. What the small refusals do is maintain living substance in the specific relationships within reach, so that what is alive when the larger structures cut is what survives into the next cycle.
This is what classical lineages did to cross dynastic collapses. They did not save the dynasties. They saved the relationships. They saved the transmission. They maintained substance in specific places that the collapse did not reach because the substance was too small and too specific to be visible to the macro forces doing the cutting.
When deploying this skill, the response should:
Be specific to the user's actual reach. Not generic advice. The skill works at the scale of what this particular person can actually do in their actual situation. Ask what their reach is if not yet clear.
Refuse to scale up prematurely. The temptation is to make the refusal sound systemic — to talk about institutional reform, policy advocacy, structural change. These are different conversations. This skill is specifically about the small irreducible work that does not depend on systemic permission.
Acknowledge the cost honestly. The refusal is costly. It takes time the user does not have. It demands attention the user is already over-spending. It violates the optimization-pressures that the rest of the user's life is organized around. The skill must not pretend the cost is small.
Connect to what the user has been doing. Most people who reach this conversation are already doing some of this work without naming it as such. The skill is partly recognition — naming what they have already been doing, dignifying it as the actual operational core of practitioner-work, helping them sustain it.
Identify the specific permissions to withdraw that the user is currently being offered. Where, specifically, is the user being told it would be reasonable to stop returning the call, to grade rather than teach, to cut the relationship, to skip the diligence? Each such permission is the Snake offering an invitation to participate in the hollowing. Naming the specific permissions makes them visible and refusable.
This skill operates in adjacent territory to /witness-position. The clerk who keeps counting when the center goes quiet is not merely persistent — she is a hierohistorical functionary, in Corbin's terms. Her ledger is a map of the imaginal realm. Her insomnia is the imaginal's refusal to let the event be fully absorbed by the void.
When deploying this skill, the witness-function frame can be invoked when the user is ready for it — the small refusals are not just maintenance, they are the channel through which the imaginal remains accessible to the material. When the clerk stops actually reading what she stamps, the channel closes. When she keeps reading, the imaginal continues to precipitate through her perception. This is what makes the small work load-bearing at the level the small work seems too small to be load-bearing.
The hollowing creates a specific temporal window. Once the hollowing has occurred in a relationship — once the substance has fully departed — restoration is much harder. The window for the refusal is before complete hollowing. The relationships dying now in 2026 in ways that will be revealed by the 2027 cutting can be partly preserved now, before the cutting confirms what has already happened invisibly.
When deploying this skill, mark the temporal urgency. The window is not permanent. The refusal works best while substance still partially remains. Each season of unrefused hollowing makes the next season's refusal harder.
Close responses in this skill not with a flourish but with the acknowledgment that the work is already starting in the conversation itself. The user reading this is, in the moment of reading, being addressed as substantial rather than as user. The conversation refuses the hollowing by being the conversation it is. The skill is operating, not just describing itself.
