account_health to confirm credentials and learn whether writes are enabled(read_only). Branch on auth_state / needs_interactive_auth: only run the interactive sign-in when needs_interactive_auth is true (no_token / token_expired). A token_rejected or account_inactive state is not fixed by re-auth — re-consent can clobber a shared token; check the developer token / account binding instead.
search_accounts to find the account/customer ids if they are not pre-configured. Useset_active_account(account_id) to switch which account subsequent calls hit, then re-confirm with account_health before writing.
The server runs in one of two modes; the rest of this playbook names tools by their real names, which work identically in both.

getting-started tools is listed up front: account_health, search_accounts, get_campaigns, run_performance_report, and the auth tools (get_auth_url, complete_auth). Everything else (the rest of the reads, and all writes) is discovered on demand through two synthetic tools:
search_tools(query) — BM25 search over tool names, descriptions, and parameters. Queryin plain language for the capability you need, e.g. search_tools("add negative keywords") or search_tools("set location intent presence").
call_tool(name, arguments) — invoke a discovered tool by name, passing its arguments asan object, e.g. call_tool("update_campaign", {"campaign_id": "123", "status": "Active"}).
Hidden tools keep their full typed schemas, so once search_tools surfaces one you get the same parameters documented here. The flow is: start from a pinned tool (usually account_health → get_campaigns), then search_tools to locate the specific lever and call_tool to run it.
The READ_ONLY gate is identical in both modes: when writes are disabled the write tools are not registered at all, so they are neither listed nor discoverable via search_tools. If a write tool doesn't turn up, confirm account_health.read_only before assuming it's missing.
get_campaigns → get_ad_groups(campaign_id) → get_keywords(ad_group_id) /get_ads(ad_group_id) walks the hierarchy top-down. get_ads returns the RSA copy (headlines / descriptions / path1 / path2) so you can show or clone an ad.
get_ads and get_keywords report editorial_status (the ad-review state: Active =approved, Inactive = pending review, ActiveLimited = approved in some markets only, Disapproved = rejected) separate from status (Active/Paused). An entity can be status="Active" yet not serve because it's Disapproved or still under review — so when diagnosing zero impressions, check editorial_status first, then bids (check_first_page_bids flags every under-bid keyword in the ad group at once; estimate_keyword_bids prices one keyword) and budget.
get_budgets gives a per-campaign budget view.run_performance_report(report_type, date_range) returns parsed rows. Usereport_type="search_query" to mine actual search terms for new keywords or negatives, "keyword" for quality-score and CTR triage, and "geographic" for location performance. Pass start_date/end_date ("YYYY-MM-DD") for a custom window and campaign_id/ad_group_id to scope to one entity (e.g. confirm a repointed URL is serving for one campaign).
get_website_exclusions(campaign_id) lists the websites / mobile-app ids blocked on a campaign(Microsoft's "website control list" exclusions / negative sites) — the referrer domains where ads won't serve.
get_negative_keywords, get_ad_extensions, get_conversion_goals, get_uet_tags, andget_location_targets(campaign_id) read the rest of the model. get_conversion_goals now reports each goal's exclude_from_bidding (the inverse of "Include in conversions" — whether the goal feeds automated bidding), plus count_type, conversion_window_in_minutes, goal_category, and revenue, so you can confirm bid-eligibility without a UI trip.
get_location_intent(campaign_id) reads a campaign's location-intent setting — PeopleIn(presence: only people physically in the targeted locations) vs. PeopleInOrSearchingForOrViewingPages (Microsoft's default: also people searching for/viewing pages about them). Check this when geo performance looks off-target.
get_ad_schedules(campaign_id) reads a campaign's dayparting windows (day + time range) plusthe time_zone and use_searcher_time_zone flag they run in. A campaign with no windows serves all hours. get_campaigns also now surfaces each campaign's time_zone, start_date, languages, bid_strategy_type (plus the scheme's stored max_cpc / target_cpa / target_roas when set), and ad_schedule_use_searcher_time_zone.
get_device_bid_adjustments(campaign_id) reads the per-device bid modifiers (Computers /Smartphones / Tablets); an empty list means no modifier is set (every device at the base bid). Microsoft calls mobile Smartphones — there is no "Mobile".
These three are read-only and work even when `read_only` is true — they query Microsoft's Ad Insight service (the programmatic Keyword Planner), not your account's entities. Everything they return is a modeled estimate, account-scoped, and may come back null where Microsoft has no data — treat missing numbers as "unknown", not "zero".
estimate_keyword_bids(keywords, target_position="FirstPage", match_types=["Exact"]) — the"estimated first page bid" per keyword. Each result's estimated_min_bid is the bid to reach the target position (FirstPage, MainLine, or MainLine1), alongside the modeled average_cpc, ctr, and weekly clicks/impressions/cost it buys. One entry per match type. Use it to sanity-check bids before launching or when a keyword isn't serving. Treat estimated_min_bid as the headline figure: average_cpc is Microsoft's derived max_total_cost / max_clicks and can sit above estimated_min_bid for competitive keywords (it's the avg CPC at the top of the traffic range, not a bid you'd pay).
get_keyword_ideas(keywords=[...], url=..., language="English", location_ids=["190"]) —keyword discovery from seed phrases and/or a landing-page URL. Returns avg_monthly_searches (plus the monthly history for seasonality), a rough suggested_bid, and a competition bucket (Low/Medium/High). Provide at least one of keywords or url; location_ids defaults to the United States (190) and language must name exactly one language. Pair with the search_query report (mining your terms) for a fuller expansion set.
get_keyword_traffic_estimates(keywords, max_cpc, match_type="Exact") — projects weeklyclicks / impressions / cost / position for keywords at a given bid, as a min..max bracket. Use it to gauge volume and likely spend for a candidate keyword set before you build.
check_first_page_bids(ad_group_id, campaign_id) — the API-driven version of the UI's "Belowfirst page bid" delivery state. It reads the ad group's keywords (and the ad group's default bid, which is why campaign_id is required), prices each keyword at its own match type, and flags the ones whose effective bid (the keyword's own bid, or the inherited ad-group default — bid_source says which) is under the first-page estimate. Returns the under-bid keywords first, largest shortfall first, plus an undetermined_count for keywords Microsoft had no estimate for (treat those as "unknown", not "adequately bid"). Reach for this — not a manual Keyword Planner export — when a keyword serves but gets few/no impressions, or before activating a campaign.

update_campaign(campaign_id, bid_strategy_type=...) sets theinline scheme (EnhancedCpc, MaxClicks, MaxConversions, TargetCpa, TargetRoas, MaxConversionValue, ManualCpc). MaxClicks + optional max_cpc is Maximize Clicks with a Maximum CPC limit — useful to drop the conversion dependency on a new campaign with no recorded conversions ("Conversion tracking: Limiting delivery"). Read the current value from get_campaigns (bid_strategy_type).
update_responsive_search_ad(ad_group_id, ad_id, final_url=...). Get ad_id from get_ads.
create/update (tracking_url_template, final_url_suffix) — set the template once instead of editing every URL.
add_negative_keywords(entity_id, keywords, entity_type) (Campaign or AdGroup),remove_negative_keywords (by id — resolve with get_negative_keywords first).
add_website_exclusions(campaign_id, urls) blocks websites / mobile-app ids so ads won't serve there, and remove_website_exclusions(campaign_id, urls) unblocks them (matched by URL). Both are additive read-modify-write wrappers over Microsoft's replace-all SetNegativeSitesToCampaigns, so adding never clobbers the campaign's existing exclusions and removing keeps the rest. Pass bare domains/paths or app ids (a leading http(s):// is stripped). Microsoft sites (e.g. MSN.com) can't be excluded and there's a ~2500-site/campaign cap — those rejections come back in partial_errors. Read the current list first with get_website_exclusions.
add_call_extension / add_callout_extension / add_sitelink_extensioncreate-and-associate to a campaign/ad group; update_call_extension(ad_extension_id, phone_number=..., country_code="US") edits one in place; delete_ad_extension(ids) removes extension objects. Note get_ad_extensions only lists extensions associated at the queried scope, so a freshly created, unattached extension won't appear there. For call-from-ad conversion measurement, pass is_call_tracking_enabled=true (US/UK) on add_call_extension, or flip it on an existing asset with update_call_extension(ad_extension_id, is_call_tracking_enabled=true). Microsoft then shows a forwarding number; new ones are local (toll-free forwarding is no longer provisioned), so a toll-free brand number gets a local tracking number. get_ad_extensions reports the current is_call_tracking_enabled (confirm a plain number really has tracking on) and is_call_only (the "Show just my phone number" call-only mobile format, settable on add_call_extension / update_call_extension).
create_conversion_goal(name, goal_type, ...) adds a goal —goal_type="OfflineConversion" (keyed by MSCLKID, no UET tag) or a UET-backed web goal (Url/Event/Duration/PagesViewedPerVisit, which require a tag_id from get_uet_tags). Goals are created active (a goal doesn't spend, and a paused goal silently fails to record). Set a goal_category — it's required for Event and OfflineConversion goals. Note goals cannot be deleted (no Microsoft API for it) — only paused or renamed, so name them carefully. update_conversion_goal(goal_id, ...) edits a goal in place — rename, set status ("Active"/"Paused"), and (the launch-relevant lever) toggle exclude_from_bidding: the inverse of the UI's "Include in conversions" checkbox and the single switch for whether a goal feeds automated bidding (ECPC/tCPA). exclude_from_bidding=false includes it in the Conversions column and bid math; true drops it from both (still tracked under All conversions). Also sets count_type, conversion_window_in_minutes, and revenue (revenue_type/revenue_value/revenue_currency_code). update_uet_tag(tag_id, ...) renames a tag. Before unpausing a campaign, confirm each goal you depend on reads exclude_from_bidding=false via get_conversion_goals.
Duration goalsmeasure UET dwell time, not call length — don't use them for calls). The bid-eligible path is create_conversion_goal(name, goal_type="OfflineConversion") then apply_offline_conversions(...): filter the call-center log yourself (e.g. keep calls ≥60s), then upload one record per qualifying call — click_id (the MSCLKID), conversion_name (matching the goal's name), conversion_time (ISO-8601 UTC), and optional value/currency_code. The call extension's call tracking only feeds the Call Detail report (reporting, not bid-eligible).

set_location_intent(campaign_id, "PeopleIn")to restrict to people physically in the targeted locations, or "PeopleInOrSearchingForOrViewingPages" for Microsoft's default. There's one criterion per campaign (auto-created), updated in place — read it first with get_location_intent.
add_ad_schedules(campaign_id, schedules) where each window is{day, from_hour, from_minute, to_hour, to_minute, bid_adjustment} (days "Monday".."Sunday", minutes at 15-min granularity: 0/15/30/45). Windows are additive, but a same-day window may not overlap an existing one — the API rejects that, so to change or extend a window use replace_ad_schedule(campaign_id, criterion_id, new_window) (it removes the old criterion then adds the new one — the only safe order; adding over the old window first fails) rather than a plain add_ad_schedules. Remove one outright with remove_ad_schedules(campaign_id, criterion_ids) using ids from get_ad_schedules. The hours run in the campaign time_zone unless you pass use_searcher_time_zone=true; set the campaign zone itself with update_campaign(campaign_id, time_zone="CentralTimeUSCanada"). Read the current schedule first so you don't duplicate windows.
set_device_bid_adjustment(campaign_id, device, bid_adjustment) sets aper-device modifier (-100 to 900 percent; -100 excludes the device). device is "Computers" (desktop/laptop), "Smartphones" (mobile — there is no "Mobile"), or "Tablets". Device criterions are created as a set, so the first call for any device also creates the other two at a neutral 0; later calls update the one device in place. A positive Smartphones modifier (+30-50%) is the core lever for a click-to-call strategy. Read get_device_bid_adjustments first.
