Most O&G high-integrity functions (ESD on flammable inventory, HIPPS, fire & gas isolation) target SIL 2-3.
Methane is 28-86× more potent than CO2 over 100-year / 20-year time horizons (GWP100 = 28; GWP20 = 84-86 depending on inventory). The O&G value chain emits methane at every stage. The OGMP 2.0 (Oil & Gas Methane Partnership 2.0) framework is the global standard for methane reporting and reduction. Five levels:
Level 1: Aggregate national / corporate emissions (default factors)
Level 2: Granular source-level emissions (still default factors)
Level 3: Source-level with measurement campaign (top-down)
Level 4: Source-level with continuous monitoring at site (bottom-up)
Level 5: Source-level reconciled top-down + bottom-up (gold standard)Major operators (Shell, BP, Equinor, TotalEnergies, ExxonMobil, ADNOC, Aramco, Eni) have committed to Level 4 or 5 reporting by 2025-2027 timeframe.
Methane intensity target: OGCI signatories target 0.20% methane intensity (kg CH4 / kg gas produced) by 2025, 0.15% by 2030. Best-in-class operators are at 0.10-0.15% today.
Methane reduction hierarchy:
Routine flaring is the operator's single most visible decarbonisation failure. World Bank tracks global flaring via satellite (NOAA VIIRS) and ranks operators publicly. Top flarers (Russia, Iran, Iraq, Algeria, US Permian, Venezuela, Nigeria) face increasing regulatory pressure.
Flare types:
Flare gas recovery unit (FGRU) is the standard solution for routine flares — compresses flare gas back into fuel gas system or back into the process. Capex USD 5-15 M; payback typically 1-3 years on gas value alone (faster if carbon-priced).
Scope 1: Direct emissions from sources owned / controlled by the company
- Stationary combustion (boilers, heaters, furnaces, gas turbines)
- Mobile combustion (fleet vehicles, vessels)
- Process emissions (CO2 from steam methane reformer, FCC regen, etc.)
