Topic Selection & Fit (govern-topic-selection)

Governance is the leading journal of executive politics, public policy, public administration, and the organization of the state, read comparatively and internationally (Wiley-Blackwell, in association with IPSA RC27 — Structure & Organization of Government). The bar is not "new to one country's administration" — it is "changes how we understand governing across cases." Use this skill to pressure-test fit before you invest.

When to trigger

• Choosing among possible projects or framings for a Governance submission
• A reviewer/colleague said the paper feels "too descriptive" or "single-country case study only"
• Unsure whether the topic is in scope vs. corporate governance or a literature review
• Deciding how to frame an empirical finding so it speaks to comparative governance

The "is this a Governance question?" test

A strong Governance paper usually clears all four:

1. It is about governing. The object is executive politics, the policy process, public

administration, bureaucratic/institutional reform, governance networks, accountability, regulation, or the organization of the state — not corporate boards or firm governance.

1. It travels. The mechanism or claim is portable across countries, levels of government, or policy

domains. A single rich case is welcome if it is a case of something general (see govern-theory-building on concept formation).

1. It is a contribution, not a description. It revises a theory of the state/institutions/policy

process, supplies a decisive comparative test, reconceptualizes a governance phenomenon, or corrects the record — not "this reform happened in country X."

1. Credible on its own methodological terms. Quantitative, qualitative, comparative-historical, or

mixed — each is welcome and judged rigorously (see govern-research-design).

Framing the contribution (reach past one case)

Hard scope screen (route OUT if any is true)

• Corporate governance (firm boards, shareholders, corporate compliance) — hard out of scope.
• A literature review / state-of-the-field essay or a pure bibliometric / citation-mapping study

— Governance typically does not publish these.

• A practitioner how-to with no theoretical contribution → likely PAR, not Governance.
• Pure regulatory-instrument design with no comparative/institutional reach → likely Regulation & Governance.

Length and shape (检索于 2026-06；以官网为准)

Treat ≤ 9,000 words excluding citations/bibliography as the working cap (a third-party listing cites 3,000–5,000; treat the official 9,000 as binding, 待核实). Abstract ~150 words. Scope the question so it can be answered convincingly within that cap — a sprawling multi-country, multi-outcome design rarely fits.

Anti-patterns

• "This reform has not been studied in country X" as the whole contribution (descriptive, off-fit)
• Submitting a literature review or bibliometric map (out of scope)
• A study of corporate governance mistaking the journal's name
• A single case with no claim about what it is a case of
• Padding a sharp comparative point into a sprawling design that breaks the word cap
