Pick a base canvas, commonly 24x24px. Inside it define:
optical size of different forms so a circle and a square feel equally large.
Mathematical size != perceived size. Adjust so glyphs feel balanced:
Name by meaning, not appearance, so swaps don't require renames:
delete over trash-can, settings over gear.category-name-variant, e.g. arrow-left, arrow-left-filled.viewBox and no hard-coded fills where youwant color to inherit (currentColor).
For small sizes (16px), redraw with reduced detail and adjusted stroke so the icon stays legible. A scaled-down 24px icon looks muddy.
Deliver the grid spec, stroke and corner rules, optical-sizing notes, the naming convention with an alias table, and an export checklist for engineering handoff.
