Use this skill to create, inspect, or update an operator-visible Titan console state.
Trigger boundary
Use this skill when:

Procedure
- load or create the visible console state from receipt and bridge refs
- show Atlas, Sentinel, Mneme, Forge, and Delta lane status separately
- keep Forge and Delta locked unless approval refs already exist
- surface stale, missing, or contradictory gate evidence as console warnings
- return the next operator-visible command or stop line
Contracts
- The skill is explicit-only and must not be invoked as hidden background behavior.
